Bill is a contractor. there is vacant building that city bought a space for gathering center. the irrigation system is flooding the office next door which belongs to his customer who wants the bathroom remodel. but can’t remodel bathroom in her building. this case is confusing. city is saying they have gov’t immunity. customer tried to file insurance claim. they denied it and dropped her coverage.
